    NEOWIZ Developing New Prophecy of the Moonlight Witch Game

    NEOWIZ and Nihon Falcom have signed a licensing agreement for the development and worldwide release of a new game based on The Legend of Heroes III: Prophecy of the Moonlight Witch. The project is being developed for consoles and PC, expanding NEOWIZ’s involvement with Falcom’s long-running Legend of Heroes franchise beyond mobile. Specific platforms, a release date and the final title have not yet been announced.

    The agreement was announced on September 16, with NEOWIZ set to handle development and the global release of the project under license from Falcom. The companies have not yet described the game as a remake, remaster or entirely new interpretation, so the exact form of the project remains unclear. No gameplay footage or screenshots from the new console and PC title have been revealed so far.

    Prophecy of the Moonlight Witch originally released in Japan in 1994 as The Legend of Heroes III: White Witch for the PC-9801. It later received revised editions and ports for multiple platforms, including Windows, PlayStation, Sega Saturn and PSP. In North America, the PSP version was released under the somewhat confusing title The Legend of Heroes II: Prophecy of the Moonlight Witch.

    The game follows Jurio and his childhood friend Chris as they leave Ragpick Village on a traditional pilgrimage associated with their coming-of-age ceremony. Their journey gradually becomes tied to prophecies left behind by the mysterious White Witch and a threat facing the wider region of Tirasweel. Falcom’s official material describes the pair traveling between shrines whose visions reveal events that may occur in the future.

    Prophecy of the Moonlight Witch is also the first entry in what became known as the Gagharv Trilogy. It was followed by A Tear of Vermillion and A Cagesong of the Ocean, with the three stories taking place across different regions separated by the geological formation known as the Gagharv. The trilogy predates the Trails subseries that later became the most internationally recognizable branch of The Legend of Heroes.

    NEOWIZ already has experience working with the Gagharv material. Its subsidiary FOW Games developed The Legend of Heroes: Gagharv Trilogy, a mobile collectible RPG based on all three games that launched in 2024. NEOWIZ’s own investor materials have described that project as a reinterpretation of Falcom’s Legend of Heroes IP featuring more than 100 characters and a story intended to preserve the tone of the originals.

    The newly announced project appears to be separate from that mobile release and is specifically centered on Prophecy of the Moonlight Witch. Moving the property to consoles and PC also places it much closer to NEOWIZ’s growing focus on premium PC and console development. The Korean publisher has increasingly expanded in that area following the success of Lies of P while continuing to invest in both internally developed and externally licensed projects.

    For Falcom, the agreement represents another effort to make older parts of its catalogue accessible on modern hardware. The company has been actively revisiting earlier Legend of Heroes material in recent years, including modern releases of its Trails games and the August 2026 Switch release of the PC-9801 version of White Witch Renewal through EGG Console.

    The timing is also notable because Prophecy of the Moonlight Witch has historically received far less international attention than Falcom’s later Trails titles. Its older western PSP localization has long been the most accessible English version of the game, while other Japanese releases remained difficult to obtain on current platforms.

    NEOWIZ and Falcom have not yet said how closely the new project will follow the original game’s story, combat or visual design. It is also unknown whether the worldwide release will include simultaneous localization across all territories or whether individual console versions will arrive at different times.

    For now, the confirmed details are limited to the licensing partnership, worldwide publishing plans and development for consoles and PC. More information, including the game’s official title, platforms, release timing and whether it is a remake or another type of adaptation, will be announced later.
