CONQUISTA: Tide of Wills Announced for PC, Coming Summer 2027

Shueisha Games has announced CONQUISTA: Tide of Wills, a new PC strategy game that blends colony simulation with 4X-style nation building. The game is currently scheduled to launch on Steam in summer 2027.

Developed by Micro Simulation Inc. and published by Shueisha Games, CONQUISTA was formally unveiled around gamescom 2026, where several outlets also received early hands-on access.

The game’s central idea is that a nation is shaped not only by the player’s high-level decisions, but also by the individual people living inside it. Each citizen has a name, profession and daily routine, and their actions can influence the broader economy, politics and direction of the country.

Players begin by establishing a settlement, clearing land, gathering resources and constructing homes. As more people arrive, roads and businesses emerge and the settlement gradually develops into a larger nation.

Unlike many grand strategy games where population units function mostly as statistics, CONQUISTA gives individual citizens their own lives and ambitions.

People work, shop at markets, visit taverns and form relationships, while traveling merchants can cross national borders and move wealth between regions. Their circumstances can also create what the game calls “Passions,” powerful personal desires capable of affecting events on a national scale.

Shueisha Games gives several examples of how that system can work. Rumors exchanged in a tavern can eventually contribute to rebellion, while an explorer may decide to travel into unknown territory without being directly ordered by the player.

Citizens can even establish their own settlements and declare independence, potentially changing national borders without the player initiating the process themselves.

That focus on individual behavior is designed to connect CONQUISTA’s colony-simulation systems with its larger 4X structure.

The same world in which players build homes and manage settlements is also used for diplomacy, territorial expansion and warfare. There is no separate strategic map for international politics and another isolated layer for individual citizens.

Neighboring nations can react to how the player expands. Establishing colonies close to another country’s territory can create diplomatic tension, while shortages may encourage nations to negotiate trade agreements or offer tribute.

Diplomacy can also develop into alliances, while deteriorating relationships can eventually lead to war.

Combat involves commanding armies made up of different unit types, including shieldbearers, spearmen, cavalry and archers. However, military victories can create longer-term consequences for the population, as citizens affected by deaths and destruction may develop new motivations that influence future events.

The game also uses procedurally changing starting conditions. Each playthrough generates a new map and scenario, with players potentially beginning near hostile raiders, friendly neighboring states, a powerful empire or ruins connected to an older civilization.

That means the same political and social systems can produce different outcomes from one campaign to another.

CONQUISTA will be a single-player release and currently lists support for English, Japanese, Simplified Chinese and Traditional Chinese.

The Steam listing also provides preliminary PC requirements. The minimum specification includes Windows 11, an eighth-generation Intel Core i5-class processor, 16GB of RAM and a GeForce GTX 1060, while the recommended configuration moves to 32GB of RAM and an RTX 2060-class GPU. Both configurations list 10GB of storage.

Shueisha Games has not announced a price yet.

CONQUISTA: Tide of Wills is planned for release on PC via Steam in summer 2027, positioning itself as a strategy game that attempts to connect the decisions of individual citizens with the rise and fall of entire nations.
