NEOWIZ and Nihon Falcom have entered into a licensing agreement for a new PC and console project based on The Legend of Heroes III: The White Witch, also known in North America as Prophecy of the Moonlight Witch. NEOWIZ has secured development and global publishing rights for the project, with the companies planning a worldwide release. No launch window, specific console platforms or final title have been announced.

Falcom formally announced the agreement on September 16, confirming that the deal covers development for PC and home consoles as well as distribution in global markets. NEOWIZ says it intends to preserve the original game’s story and distinctive atmosphere while creating a version that can also appeal to players encountering The White Witch for the first time. The companies have not yet clarified whether the project will be a remake, remaster or another form of adaptation.

The original The Legend of Heroes III: The White Witch launched for the PC-9801 in Japan in 1994. It was the third game in Falcom’s wider Legend of Heroes series but became the first chapter of the Gagharv Trilogy, followed by The Legend of Heroes IV: A Tear of Vermilion and The Legend of Heroes V: Song of the Ocean. Those games helped establish the detailed worldbuilding and character-focused storytelling that would later become strongly associated with Falcom’s Trails series.

The White Witch follows Jurio and Christina as they travel through the world of Tirasweel on a pilgrimage. Falcom describes the game as a “poetic RPG,” reflecting an approach that reduced the emphasis on combat and puzzles in favor of narrative progression, character interactions and environmental storytelling. NPC dialogue changes as the story advances, while music is used heavily during important dramatic moments.

That design philosophy is one of the aspects NEOWIZ says it plans to respect. The Korean company said its development will focus on faithfully recreating the original story and atmosphere while using the experience it has accumulated developing and publishing console games. A NEOWIZ representative described The White Witch as a title RPG fans have cherished for more than 30 years and said the company wants both returning players and newcomers to be able to connect with it.

The partnership is notable because NEOWIZ has become increasingly active in the premium PC and console market. The company is best known internationally for Lies of P, but its publishing portfolio also includes a range of smaller PC and console projects. The White Witch agreement gives NEOWIZ access to one of Falcom’s foundational RPG properties while placing it in charge of bringing the game back to a worldwide audience.

Falcom has previously highlighted sustained interest in seeing the Gagharv games return. In a survey conducted around the company’s 40th anniversary, the Gagharv Trilogy ranked first among titles or series fans wanted to see released on current hardware. The new agreement now provides a route for at least its opening chapter to receive a modern PC and console release.

The announcement also leaves several major questions unanswered. Falcom and NEOWIZ have not shown gameplay, screenshots or concept art from the new project, and there is no indication yet of whether the original combat, presentation or progression systems will be retained. The phraseology of the licensing announcement confirms development of a new PC and console title based on the property but does not establish the extent to which the 1994 game will be rebuilt.

There is also no confirmed platform list beyond PC and unspecified consoles. PlayStation, Xbox and Nintendo versions have therefore not been individually announced, and pricing and release timing remain unknown. More information will likely be needed before the scope of the project can be compared with previous versions of The White Witch.

NEOWIZ and Falcom are also framing the agreement as the beginning of a potentially longer relationship. NEOWIZ said it hopes the deal will lead to a mid-to-long-term partnership with the Japanese developer, although neither company has announced additional projects. For now, the collaboration gives The Legend of Heroes III: The White Witch its first major modern revival project, with development aimed at PC and consoles and a global release already part of the plan.
