Microsoft is introducing monthly Xbox Cloud Gaming hour limits for Game Pass subscribers beginning in November 2026, replacing the unlimited eligible streaming currently included with supported plans. Game Pass Ultimate will include 15 cloud gaming hours per month, Premium will include 10 hours and Essential will include five. Once those hours are used, subscribers will need to purchase additional cloud playtime through the Xbox Store if they want to keep streaming.

The change represents a significant reduction for players who rely heavily on cloud gaming, particularly those using it as an alternative to downloading games or owning newer hardware. Microsoft says approximately 4% of Game Pass subscribers are expected to be affected by the new limits, suggesting most users currently stay below the incoming monthly allowances. Pricing for additional hours has not yet been announced and may vary by market.

Game Pass Ultimate will retain the largest monthly allocation at 15 hours, while Premium and Essential receive progressively smaller allowances. Microsoft has not said whether unused hours will carry over to the following month, so there is currently no indication that subscribers will be able to bank unused playtime. More details on additional-hour pricing, eligible games and how remaining time will be displayed are planned before the November rollout.

The policy changes what has until now been one of Xbox Cloud Gaming’s most straightforward Game Pass benefits. Microsoft was still describing Essential, Premium and Ultimate as including unlimited cloud gaming earlier this year, including after April’s Game Pass pricing changes. The company is now shifting cloud access from an unrestricted subscription feature to a metered benefit tied directly to each plan.

Microsoft says operating costs are the primary reason for the move. According to Xbox, the cost of providing cloud gaming increases as more people use the service and spend longer periods streaming, and monthly limits are intended to help maintain the service while funding reliability and performance improvements. Xbox also acknowledges that the practical result for some customers will be a higher cost.

The change arrives as Microsoft continues expanding the role of cloud gaming throughout the Xbox ecosystem. Subscribers can currently stream supported games across consoles, PCs, handheld devices, phones, tablets, compatible televisions and browsers. Cloud support also allows Xbox One owners to access certain Xbox Series X|S games without upgrading to newer hardware, making the service particularly useful for players without access to current-generation consoles.

Game Pass itself continues to receive regular additions, including the recently announced September 2026 Game Pass lineup. Games that support cloud streaming can be played without a local installation on compatible devices, and titles such as Call of Duty: Black Ops Cold War are offered across cloud, console and PC depending on the subscriber’s plan.

Microsoft is also opening Xbox Cloud Gaming to players without a Game Pass subscription. Beginning in November, users will be able to buy cloud playtime directly from the Xbox Store and use those purchased hours to stream eligible games they already own. That creates a new pay-as-you-go option for people who only want occasional access and do not want to maintain a recurring Game Pass membership.

The non-subscription option also signals that cloud gaming is becoming a more independent Xbox service rather than functioning exclusively as a Game Pass perk. However, Microsoft has not yet disclosed how much those standalone hours will cost, how they will be packaged or whether subscribers will receive lower prices when topping up their monthly allowance. Availability and supported features may also differ between markets.

The timing is notable because Xbox Cloud Gaming only recently moved beyond its long-running beta status while Microsoft continued improving streaming quality. Ultimate subscribers have gained access to higher-quality streaming of up to 1440p on supported devices, and the service has expanded into additional regions as Microsoft pushes its games beyond traditional console hardware.

For players who primarily download Game Pass titles, the November changes may have little practical effect. Heavy cloud users, however, will have a fixed monthly ceiling for the first time and may face an additional charge once their included hours are exhausted. Microsoft plans to publish the remaining pricing and implementation details in November before the limits take effect.

Xbox Game Pass Ultimate, Premium and Essential will move to 15, 10 and five included cloud gaming hours per month respectively beginning in November 2026. Additional hours will be available for purchase, while a separate pay-as-you-go cloud gaming option will also launch for players who do not subscribe to Game Pass.
